Влияние транспортной инфраструктуры, возводимой для проведения спортивных мега-мероприятий, на транспортные системы городов (Effects of transport infrastructure built for mega sports events on transportation systems of host cities)
The article analyses the effects of new transport infrastructure on transport systems of the 2018 FIFA World Cup host cities. The choice of cities is based on the scale of planned transport infrastructure – Saransk, Kaliningrad and Ekaterinburg experienced substantial interventions. Analysis is conducted using open spatial data on population and street networks. All interventions in transport infrastructure were evaluated in terms of their effectiveness and usefulness for the cities after the 2018 FIFA World Cup – scale of improvements in street network connectivity and accessibility of key places in the cities. We identified that investments into new transport infrastructure of Saransk seems to be the most effective in terms of future use. We demonstrated the feasibility of conducting such analysis using only open data, but also identified some issues and pitfalls.
This paper describes the experience of using open datasets in “Programming” course for the first-year undergraduates in Software engineering. The course is designed according to a combined approach. It contains the features of problem based learning and formative assessment. We describe and give examples of open datasets using in training and assessment task development. We also present the problems of open data application to educational process and possible ways of their solving.

This paper investigates income convergence among Russian regions between 1998 and 2006. It makes two major contributions to the literature on regional convergence in Russia. First, it identifies spatial regimes using the exploratory spatial data analysis. Second, it examines the impact of spatial effects on the convergence process. Our results show that the overall speed of regional convergence in Russia, being slow by international standards, becomes even slower after controlling for spatial effects. However, when accounting for spatial regimes, we find a strong regional convergence among high-income regions located near other high-income regions. Our results indicate that estimating the speed of convergence using aggregate data may result in misleading conclusions regarding the nature of the convergence process among Russia's regions.
The article analyses the international experience in the field of assessment transport projects impacts on regional development within the process of decision making concerning the distribution of state financing. The experience of state regulation of transport projects assessment practice in Russian Federation and worldwide is compared. Different types of economic models used for transport impact assessment are reviewed. Applicability of different approaches and models for wider economic benefits of transport assessment in Russian Federation is analyzed.
Infological models represent the new, intuitive way of delivering information, which allows to improve perception, analysis and sharing of data at the expense of a coherent interactive graph, well-accessible for the human.
This work is devoted to the potential effect of applying infological models in e-business and prospects, opened by their implementation.
In Russia, the question of development of transport infrastructure is the hot is-sue. It is not only a necessary requirement for innovation program of economic growth, created by the president, but also an improving the quality of life and competitiveness of national economy factor. Till now, no attempts were made to systemize and provide a clear and just classification of airports` infrastructure development. This study is to fulfill this gap. Such a classification of the world can be of great practical importance for all the evolving airports, wishing to reach the world level of innovations. The study attempted to identify the transitional moments in the development of airports from a simple airfield to a modern hub. It is anticipated that the results of this study will be applicable to most companies conscious of the problem; and therefore the recommendations of the study will be generic for the private investors, the government and all the stakeholders.
We consider certain spaces of functions on the circle, which naturally appear in harmonic analysis, and superposition operators on these spaces. We study the following question: which functions have the property that each their superposition with a homeomorphism of the circle belongs to a given space? We also study the multidimensional case.
We consider the spaces of functions on the m-dimensional torus, whose Fourier transform is p -summable. We obtain estimates for the norms of the exponential functions deformed by a C1 -smooth phase. The results generalize to the multidimensional case the one-dimensional results obtained by the author earlier in “Quantitative estimates in the Beurling—Helson theorem”, Sbornik: Mathematics, 201:12 (2010), 1811 – 1836.

We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
