The legislation system on local government issues in February-October 1917 is analyzed in the paper.  Special attention is paid to traditional interference of central power into solving local issues through the institution of provincial and district commissioners of Provisional government. Hence, the desire to create effective system of local government resulted in return to the system of local government controlled by the central power. Provisional government also found difficulty in realizing fully its legislative ideas under dual power.  Adopting a lot of legal acts on reforming the system of local government under polycracy  could not give the desired result.
