The article presents a comparative analysis of the development level and the quality of activity of national and regional innovation systems in Russia and abroad. It includes the classification of infrastructure companies shaping innovation systems. Authors identified 5 main blocks of companies in innovation infrastructure: production, technology, expert and consulting, human resources, information, investment, financial and characterized the specificity of companies in each of the blocks. Authors outlined the key tasks and responsibilities of the innovation system. They found out the basic problems of collecting data on the status and development of innovative systems: (1) lack of common approaches to the organization of statistics functioning infrastructure companies at national and international levels; (2) unevenness of development of regional innovation systems within national virtually all countries, resulting in different levels of innovative activity of regions. Also it is set limits on the holding of direct comparative analysis of quantitative data on the operation of infrastructure companies forming innovation systems. The article includes data on the quantitative development of national and regional innovation systems. In the article there is a conclusion about the importance of shifting focus from the national to the regional innovation system. As a main statement authors insist on key role of self-organization of regional innovation systems to ensure their effective functioning.
