Abstract. The aim of the article is to examine issues related to improving the quality of life of young people as a factor in the strategic development of the Russian Federation. Attention is paid to the impact of education on the demand for young people in the labour market, as well as on the level and quality of their lives. To study the quality of young lives and measures of state support, both traditional methods for studying complex systems and actively developing cognitive analysis and simulation tools were used. This determines the novelty of research into the quality of youth lives. An example of a cognitive model of young life quality is presented, which is a continuation of previous research by the author. A cognitive map was developed, and examples are given of analyzing its properties and modelling scenarios for the development of various situations. The scenarios are considered as possible options for anticipating the system’s potential behavior and can serve as a basis for decision-making in the implementation of state youth policy.
