The monograph is devoted to institutional mechanisms for implementing the concept of Data Driven Governance, taking into account associated risks and barriers. The focus is on a data-centric approach to public administration, which ensures more efficient
making decisions based on data analysis and helping to improve the delivery of government services to citizens and businesses. This monograph is the result of research conducted by the international laboratory for digital transformation of public administration at the National Research University Higher School of Economics. In it
presents theoretical and methodological aspects of the data-centric model of public administration, international experience and Russian practice of its formation, organizational, technical, legal, sociocultural, economic and other barriers to the implementation of Data Driven Governance and methods to overcome them. The sectoral problems of data-centric public administration in healthcare, agriculture, transport and logistics complex, and natural resource management are separately considered.
The publication is intended for undergraduates, graduate students, researchers and government officials involved in the study and implementation of changes in the public administration system based on digital technologies.
