Публичная дипломатия ЕС в Латинской Америке: современное состояние, вызовы и перспективы развития
The article analyzes the public diplomacy of the European Union in Latin America in the context of the geopolitical confrontation between Brussels and Moscow, as well as the growing influence of the PRC in the region. According to the authors, the following features are inherent in modern public diplomacy of the EU: emphasis on advocacy (in terms of N. J. Cull’s taxonomy), cultural diplomacy and academic exchanges as key tools of interaction with the Latin American public; functioning in conditions of a positive attitude of the majority of the population of the countries of the region to the European Union; focus on the monologue form of communication in the field of digital diplomacy. In practice, European diplomats face a number of insurmountable challenges: a shortage of financial and human resources; effective media policy of such competitors as Russia and China, the most dangerous for the EU; differentiation of Latin American countries in terms of democratic development, which reduces the potential of the EU's "normative" force in the region. Assessing the medium-term prospects of public diplomacy of the European Union, the authors come to the conclusion that it will gradually lag behind such activities of the leading rivals of Brussels in the region (USA, China, Russia), which ultimately will negatively affect the degree of political influence of the EU in Latin America.
