The article includes factorial model of the professional development, which is based on the results of sociological research and permits clustering four typological groups of the public civil servants. The model contains two factors of professional development of public servants: professional activity, educational and regulatory components. The analysis of typological groups includes recommendations on forming individual educational path for the public civil servants of each group.
