The movement towards open science becomes a central theme against the background of the development of the social institute of science. However, while in Europe the concept was able to receive political support at the interstate level, in Russia the development is less intensive: there are no signs of stable institutionalization of this concept at the state level. This leads to the understanding that open science in Russia is at the stage of problematization and conceptualization in the scientific field — it is there that the main discussion regarding the concept takes place. The purpose of this paper is to characterize the discussion regarding open science in the Russian scientific field. To achieve this goal, it is supposed to perform a number of tasks, including: identifying the dynamics of the discussion, as well as its main actors and platforms, determining the plane of the discussion and its nature in terms of attitude towards the concept. An array of articles mentioning the concept of open science, collected using the National Bibliographic Database of Scientific Citation (RSCI), was used as the information base of the study. In accordance with the tasks set, a quantitative research method using content analysis was chosen. As a result of the analysis, four main stakeholders of the discussion about open science in the Russian scientific field were identified: libraries (RNPLS&T), institutes of scientific information (INION RAN and VINITI RAS), editors and publishers (ASEP), repositories (NEICON). They have their own platforms for discussion, stimulate the participation of affiliated scientists in the discussion with the help of grants and state assignments, but most importantly, they have their own interests in the form of developed information systems of federal level and significance, which can become the basis for the implementation of the concept of open science. It should be noted that the level of discussion regarding open science in the Russian scientific field indicates a weak elaboration of the political nature of the concept, while the discussion itself develops within the framework of a political struggle.
