«Болезнь издержек» российского высшего образования
Higher education is a sphere of the humanitarian sector, and despite the intangible nature of the products of this sector, it does not cease to be a structural element of the national economy. The education sector is forced to compete for the labor market and the attractiveness of the sector with branches of material production capable of introducing technological innovations. This requires increasing revenues by increasing the cost of manufactured products, which has almost no performance justification. The sphere of education falls ill with the "disease of prices", as a result of which the products of its non-material production lose their availability and attractiveness to consumers. The purpose of the article is an econometric analysis of the “price disease” in Russian higher education in 2012–20. The article is a continuation of the study of "price disease" in higher education in 2000-12, conducted by I.V. Abankina, T.V. Abankina, P.V. Derkachev. The main research method is econometric (regression) modeling based on time series. The study is based on statistical data from the Ministry of Science and Higher Education and Federal State Statistics Service. According to the results of the study, it was found that the trends in 2012-20 are similar to the manifestations of the “price disease” in the previous period. Theoretically, the root cause of "price disease" is the lag in technological productivity. In fact, productivity growth rates in higher education exceed the values for the economy for the entire study period, which suggested that there was no cost sickness in 2012–20. But the manifestations of income deficits and price indices confirmed the presence of a “price disease” in Russian higher education.
