Africa, Youth, and Civic Dialogue: Public Diplomacy Discussed at HSE University
In late September, HSE University hosted a roundtable discussion titled Civil Society in African Countries and Youth Participation in Public Diplomacy. Representatives of non-governmental organisations from Ghana, Ethiopia, and Russia, along with students from HSE University’s Bachelor’s Programme in Public Administration, discussed how young people without official diplomatic status can influence relations between countries and how the nonprofit sector can remain sustainable amid declining grant funding.

HSE Researchers Show How Congenital Motor Disorders Affect Brain Development
Researchers from HSE University’s Institute for Cognitive Neuroscience have synthesised the findings of their previous studies on brain development in children with obstetric brachial plexus palsy and arthrogryposis. Their analysis shows that impaired motor function in early childhood not only limits children’s motor experience but also affects memory, categorical thinking, and information processing. The study has been published in Frontiers in Psychology.

Window into the Body: Scientists Develop Neural Network to Detect Risk of 15 Diseases from Retinal Images
Russian universities, with the participation of HSE University, Sber, and Z-union, have developed a neural network that can simultaneously assess the risk of 15 types of pathology from retinal photographs, including not only eye diseases but also cardiovascular conditions. The AI system can help clinicians detect potentially concerning changes at an early stage, identify signs reflecting the condition of retinal blood vessels, and determine whether a patient may need further examination. The paper has been published in Frontiers in Medicine.

Трактовка ситуации в Афганистане в китайских средствах массовой информации в контексте национальной безопасности Китая

The withdrawal of US troops and the rapid takeover of Kabul by the Taliban in Afghanistan in 2021 shocked the world community. Even though the PRC actively opposes international terrorism, which the Taliban movement (recognized as a terrorist organization in the Russian Federation) is accused of supporting, it has become one of the few countries that have begun to cooperate with the new Afghan regime. In the light of these events, China’s interpretation of the situation in Afghanistan is puzzling, in particular, we are interested in how these events are reported in Chinese press. In this paper, first, we trace the evolution of the PRC’s official position on Afghanistan, and then, using frame analysis, analyze the coverage of the events of 2021 in the PRC by focusing on three authoritative newspapers, Chinese language versions of “People’s Daily”, “Global Times”, and “The Paper”. Our study demonstrates that the Chinese press supports China's foreign policy in general and its policy in Afghanistan in particular. Stability in Afghanistan and cooperation with the Taliban on issues of Uighur separatism are important for China's national security. In the Chinese media, the Taliban are not presented as accomplices of terrorism, which China is fighting within the framework of the Shanghai Cooperation Organization, but are described as representatives of the Afghan people who aim to restore the security and stability in the country. When discussing the Taliban takeover in the Chinese media, the focus is often not on the crimes of the new regime - repression, abuse of power, restriction of rights, but on shortcoming of the US policy. The latter reflects an important discursive practice in the Chinese media, “othering” the United States.
