Gaining stature and influence in world affairs, rising China is becoming a test for the existing rule-based liberal order in the Global South. How does China’s rise reshapes the development of the Global South? And what model of South-South cooperation does China promote? This chapter sets the stage for the discussion of China’s presence in the Global South by exploring the so-called “China model” and the discursive politics of China’s development finance programs. Identifying several gaps in the ongoing debates, the chapter highlights the need to examine China’s relations with countries of the Global South as a discourse and as a practice, with a specific focus on how sub-state and non-state actors in these countries experience China’s rise and respond to it.
