The report is devoted to a comprehensive study of the development of the Russian pension system since the adoption of the Strategy for the Long-Term Development of the Pension System in the Russian Federation from the end of 2012 to the present. It also discusses the future directions of the Russian pension system development in the context of long-term challenges and national development goals. The report summarizes international, foreign and Russian approaches to quantitative monitoring of the development of pension systems and identifies the limitations of strategic planning in the Russian pension system. The authors propose an actuarial model for assessing the Russian pension system and indicate the conditions required to introduce an actuarial assessment of the Russian pension system, taking into account international recommendations. The work is intended for a wide range of readers, including decision-makers in the field of social policy and pensions, the expert and business community in the pension sector, researchers, teachers, students and journalists
