Глобальный конституционализм: интеграция или фрагментация международных отношений в условиях экономического кризиса?

In the period of pandemic crisis followed by economic recession, the liberal idea of the global constitutional
order and governance appeared to be under sharp criticism from many diff erent angles. It was said that
this theoretical construction as a pure formal refl ection of the late liberal triumphalism has nothing in common
with the current international constellation based on the decomposition of international law, growing economic
and military competition, progressive separation of the global regions, fragmented international regimes, and the
prevalence of the egoistic motives of the great powers. Th e author of this article put all these arguments under strict
analysis, criticism, and reconsideration arguing such items as global legal development, constitutional reconfi guration
of international order, global regionalism, and the role of global governance institutes in the legal regulation
of economic order. He shows how the unstable balance between integration and fragmentation of the international
legal system in the period of crisis could be used for the promotion of quite diff erent versions of globalization,
stimulating the growing competition of the world elites over future global governance design, and demonstrating
the importance of a new coherent global policy of law.
