The Russian Expert Community and Government: Models of Interaction and Performed Expert Functions
The main forms of interaction between the power institutes and the representatives of an expert community as well as conditions of civil responsibility are considered in the article. In the process of research near to one hundred expert semi-structured interview with respondents from Moscow, St. Petersburg, and other Russian regions, the major part of whom gained managing positions in the governance bodies of federal or regional level or the experience of academic work at universities, or were employed by nongovernmental organizations, as well as eight focus-groups were performed during 2013-2018. Analysis of texts of interviews was made with using of Verner J. Pacelt’s category scheme of content analysis and program QDAMiner Light.
Along with previously known models of interaction of experts and governmental structures – linear-autonomic model and model of virtuous reason, two new models were proposed. The third is the paid result model, according to which not only real money can serve as a remuneration, but also the increase in a symbolic capital of a researcher, who is employed to perform expertise. The fourth model is model of initiative expertise, where preparation of policy decisions projects take part without participation of governmental structures.
