The monograph examines the modernization components of the policy of Nicholas I on the peasant question and in the field of civil and criminal law, which led to the creation of conditions for the implementation of peasant and judicial reform in the next reign. This approach allows us to consider the reign of this monarch as a stage in the overall progress of Russia. For the first time, the peasant policy of Nicholas I was presented as a set of measures that contributed to the development of algorithms for the reform of 1861. The results of systematization of legislation are examined, the activities for the preparation of civil code and procedural charters in this reign are analyzed for the first time, which indicates the transition of the king to the highest stage of systematization of law - codification.
