The article provides a sociological basis for the social changes ambivalence as a result of the influence of moral panics on the society. It is proved, that moral panics can lead not only to destructive, but also constructive social consequences. There are number of moral panics functions. Based on the results of the study, it is concluded, that moral panics is a factor of social changes.
