ОКВЭД3: методологические основы и практические решения
This article examines the methodological and practical issues associated with the transition to the new edition of the All-Russian Classifier of Economic Activities (OKVED) – OKVED3. The relevance of the study stems from the need to reflect contemporary structural changes in the economy, related to the transformation of the existing economic activities and emergence of the new ones, and to harmonize the All-Russian Classifier with the updated international analogues. New editions of the International Standard Industrial Classification of All Economic Activities (ISIC) and Statistical Classification of Economic Activities in the European Community (NACE) introduced in 2025, are reviewed.
The approaches to the design of OKVED3 are presented, including the preservation of a structure harmonized with NACE at the first four levels of the classification (sections, divisions, groups and classes) and the consideration of Russian economic specificities at the level of five- and six-digit codes (subgroups and economic activities). Adherence to this principle, which is applied in many countries, will ensure the international comparability of data collected by type of economic activity, the continuity of Russian statistical data with its own historical time series, and the planned update of the national classifier without a sudden paradigm shift. The article addresses practical issues of OKVED3 development and implementation for the identification of economic entities, and the formation of the aggregated classificatory groupings for the creative industries and platform economy.
Solving those issues will allow to improve the quality of the official statistics and ensure its adequacy to contemporary realities, particularly for the purposes of the analysis and forecasting of economic and social development, governance of the economy, design and performance evaluation of public policy measures, and international comparisons.
