This monograph is dedicated to the study of the theoretical, methodological and institutional foundations for the formation and assessment of digital maturity in public administration in Russia. The central focus of the analysis is the concept of digital maturity as a key indicator of the effectiveness of digital transformation of government bodies at both the national and regional levels. Special attention is given to the institutional factors that determine the readiness of government structures to adopt digital technologies, as well as to methodological approaches for measuring the level of digital maturity. International experience in assessing digital maturity is systematized — the main models and indices are reviewed and compared with Russian practice.
The monograph also presents the results of applied research on the digital maturity of regional government bodies, including an analysis of the influence of socio-economic, organizational, and managerial factors on digital development.
