Крупные инфраструктурные проекты в Российской федерации: состояние, тенденции, проблемы реализации

The paper considers the results of the implementation of large infrastructure projects in Russia (primarily projects implemented using public-private partnership mechanisms) for 2018. The presence of problems in the implementation of projects, primarily of a legislative nature, was noted. The state of the market of industrial parks, as a specific form of infrastructure project, has been considered in detail. According to experts, the industry of industrial parks, to fully meet the needs of the Russian industry, considering growth plans, about 600 industrial parks (including small parks and large-scale SEZs) will be required, and at this point the industry can go into a static state of sustainable development is a horizontal trend. Based on the current dynamics, before reaching these indicators another 5-6 years. Although in reality, the dynamics, of course, will decrease and the process will stretch for a decade. According to forecasts, the peak of the creation of new parks will be completed by 2023. Directly or indirectly, state participation in financing the creation of industrial parks can be estimated as exceeding half, although the number of management companies in private industrial parks is almost double that of the state, 144. This factor also works in favor of the attractiveness of the format for investors, as the provision of services for the location of production and maintenance of utility networks is a more business-specific feature. The support of the state played its role precisely in terms of financing infrastructure.
