Идентитарная специфика в культурной дипломатии администрации Тайваня в 2008-2024 гг.
The "Taiwan issue" is becoming particularly relevant in terms of the current international situation, from the problem of relations on both sides of the Taiwan Strait it is transforming into the most important factor of the Sino-American confrontation and, thereby, security in APR. Taiwan also represents the example of the policies of national territorial entities that do not have international legitimacy. The duality of national identity (pan-Chinese and sovereign ones) and its volatility depending on the change of political leadership in a predominantly two-party political system also makes Taiwan an important object of political science research. This article focuses on the problem of identity within the framework of the evolution of one of the directions of Taiwan's foreign policy – cultural diplomacy. The purpose of the study is to determine the development of cultural diplomacy in Taipei in 2008-2024; compare the approaches of the administrations of the Kuomintang (2008-2016) and the Democratic Progressive Party (2016-2024) to the cultural diplomacy of the island; to identify the key factors influencing the evolution of this cultural diplomacy, the contradictions and transformation of Taiwanese identity in relation to pan-Chinese identity. The methodology is based on an interdisciplinary theoretical framework combining the theories of nation, national identity, soft power and neoclassical theories of international relations, the use of comparative historical, historical and genetic methods, included observation and interviewing, as well as content analysis (quantitative and qualitative) of the content of the official websites of Taipei's foreign offices. It is concluded that the use of Chinese identity in Taiwanese cultural diplomacy for global image and positioning in the international arena is flexible and depends on the party affiliation of the island's administration leaders and trends in Taipei’s relations with Beijing and international partners. The results obtained make it possible to predict trends in the identity policy of the Lai Ching-te administration.
