In general, the public excitement surrounding the issue of internet blocks is understandable and largely logical. Over the past year, numerous online platforms have been blocked — including not only YouTube, which was fully blocked by mobile operators following a question to the President during a live broadcast, but also the gaming service Discord, messaging apps Signal and Viber, and the marketplace for purchasing photo and video content Envato Elements. In the current geopolitical climate, such blocks are not entirely unexpected, as most foreign online platforms indeed, as the President stated, "abuse the internet to achieve political goals of their governments." Nevertheless, without disputing this claim, it is important to recall that, according to the Federal Law of 27 July 2006 No. 149-FZ "On Information, Information Technologies and Protection of Information," blocking internet resources is not an end in itself, but rather a measure intended to compel platforms to comply with Russian legislation. However, we repeatedly observe situations in which platforms refuse to engage with Roskomnadzor and simply leave the situation as it is — remaining blocked in Russia.
