Сотрудничество Европейского Союза с государствами–членами Арктического совета как инструмент продвижения интересов ЕС в Арктике (2009–2024 года)
The tense relations between the European Union and the Russian Federation in 2022-2024 led to the termination or suspension of several established mechanisms of cooperation between the two parties, including in the Arctic region, where Russia controls the most extensive territories (both according to the sectoral and conventional principles of the Arctic division). As it is indicated in this research paper, the EU (on par with Russia) has certain interests in the region. Despite the refusal to grant the observer status of the Arctic Council to the European Union in 2009, in the period from 2009 to 2024, the EU used cooperation with the Council member states as a tool to promote its interests in the Arctic (the Communication from the Commission of 2008 and two Joint Communications of 2016 and 2021), while Russia has always remained a full-fledged Arctic state in the Council. In this study, a new model for implementing the EU Arctic Agenda based on such cooperation is proposed and, additionally, potential challenges for the Russian Federation in connection with such cooperation are considered.
