The examination of technical projects aimed at flood protection in St. Petersburg during the late 1820s to 1830s reveals significant advancements in hydrological measurements and engineering responses to natural disasters. Following the catastrophic flood of 1824, a variety of proposals emerged, reflecting a shift in societal attitudes towards natural calamities, characterized by a growing belief in the power of technology to mitigate such events. These projects led to the early measurements of the Neva River’s f low velocity and discharge, which were one of the first measurements of this kind in Europe. The milieu that produced the projects was marked by collaboration among engineers, architects, and policymakers who recognized the need for effective flood management strategies.
