The chief purpose of this article is to elaborate on the main conceptual principles of development of the society and government in the transitional post-Soviet society. The author analyzes the historical and civilizational grounds of the concepts of «social justice» and «social humanism». He linked the new reading of humanism with the next stage of development of a social state, fertilized by the ideas of innovation development, social creativity, and spirituality.
