Paper is dedicated to the protoanalysis of national competitiveness in W. Petty’ s “Political Arithmetic” as a corollary of mercantilist reasoning as regards сauses of Dutch Miracle. In accordance with Wallerstein’ s World-System Approach balance-of-trade doctrine is estimated as the discourse encouraged by Dutch Hegemony as well as rivalry in the North-West-European core since the consolidation of the Capitalist World-System.
