Локальные элиты: всегда ли исполнительная власть доминирует над представительной в малых городах России?

С. 5383–5385.
Chirikova A., Ledyaev V. G.
The article presents the outcomes of empirical study in 2 small Russian towns and one district in Perm and Ivanovo regions. The analysis of interactions between local legislatures and administrations in the three communities is based on 37 in-depth face to face interviews with local politicians, public officials, businessmen, heads of media outlets and experts. The outcomes of the study show that not in all the communities the stable domination of the local executive over the legislature takes place. In some communities we discovered obvious deviations from the basic model of relationships between the branches of the local government. Alternative patterns of relationships (“quasi-domination of local legislature”, “temporary parity under confrontation”, “alliance in the face of "external threat"”) take place mainly due to the personal factor: the administrations were headed by inadequate and/or inexperienced leaders unable to realize the high power potential of their position.

Cities possess massive resources, talent and creativity and serve as hubs for knowledge sharing, experimentation and innovation, generating new ideas, embedding these solutions locally and scaling-up successful practices. Cities, however, are not abstract sustainability-making machines; they are places where real people live, work, study and flourish. Cities are made of people, by people and for people. Sustainable ...

The transition from Soviet state-planned economy to post-Soviet market economy has been marked by fundamental economic, political and social change in big Russian cities, including Saint Petersburg, including the impetuous transfer of state-owned urban lands into the commercial sector (Tev 2006) and increasing commercialisation of city spaces (Vorobyev and Campbell 2008).
