The paper is devoted to the analysis of the historical context in which the surviving manuscripts of the Law of Hywel Dda were produced. Welsh legal tradition ascribes writing of this law to Hywel Dda, Welsh king of the X century, although the content of surviving manuscripts is more appropriate to actual of the XII-XIII centuries. It would be better to look for the reasons of this writing activity in the Anglo-Welsh relationships and the policy of native rulers.
