State capture concept is often considered to be a final point in negative scenario of functioning of the state of its development. Though, this concept still remains unclear, which lead to problems with its application. In the presented article, we examine existing approaches to defining and analyzing this phenomenon and, basing on its critics, we suggest a new conceptualization and operationalization of the phenomenon, dividing it into clear-cut stages.
