The article analyzes the modern transformations of the institution of the state, stating that the technologies for implementing state functions are historically variable, and the mission is invariant. As part of the discussion of the criteria for the success of the state, the author proceeds from the fact that the concept of "the viability of the state" is an adequate tool for determining the effectiveness/inefficiency of the state.  The antithesis of a "wealthy" state is the phenomenon of a "weak state", which finds a variety of conceptualization in the literature - the concepts of "soft state", "failing or fragile", under-consolidated, "minimalist", "hollow" are used."(hollow), "at risk", "collapsed state". The denominator of these concepts is the inefficiency of the state's performance of its attributive functions (in the range of "failed state" or "destroyed state"). The author sees positive prospects for the evolution of the state in the possibility of implementing a non-zero-sum development model, which the author understands as the possibility of a balanced combination of multidirectional interests, including the non-conflicting interface of globalization and the nation-state.
