Using comparative and statistical data analysis, the article assesses the differentiation of regions according to indicators characterizing the level of higher education functioning and determines the presence (absence) of σ- and β-convergence or divergence for each assessed parameter. The study showed that among the 14 analyzed indicators, only five are characterized by homogeneity. At the same time, negative trends in the dynamics of individual indicators are observed for each of the four university functions under consideration (educational, research, administration, and retraining
