'Cultural Studies Seeks to Understand What Lies Beneath the Surface of Everyday Things'
Maxim Zhiganov has been exploring different aspects of sound for many years—first in relation to his native Perm and then on a broader, global scale. Бюджетные правила, эффективность правительства и экономический рост

Журнал Новой экономической ассоциации. 2016. Т. 30. № 2. С. 12–32.
Скрыпник Д. В.

The paper reviews international experience of budget balance, expenditure
and debt rules implementation. Using dynamic panel data regressions with
interactive term we show that character of rules influence on economic growth rate
is determined by the government efficiency. Rules would not work in case of lowefficient
government, which is not able to adhere the rule. In case of middle-efficient
government the rule could be an obstacle for optimal budget policy, which requires
flexibility. The efficient governments adjust and readjust the rule precisely, that
doesn’t lead to restriction of economic growth. Growth effect of rules occurred only
when government achieved high efficient level. We show that impact of rules on the
Russian economy growth is negative.

Early Career Gender Wage Gap in STEM: New Evidence from Administrative Data
Ksenia V. Rozhkova, Sergey Yu. Roshchin, Natalya K. Yemelina, Population and Economics 2026 Vol. 10 No. 3 P. 61–81
Increasing female representation in technical majors, traditionally associated with high earnings, is recognised as a mechanism for promoting gender equality in the labour market. However, if women quit STEM soon after graduation, increasing their proportion in relevant disciplines will not help reduce the gender wage gap. This paper provides new evidence of the ‘leaky pipeline’ ...

Lukinskiy V., Lukinsky V., Sokolov B. et al., Annual Reviews in Control 2026 No. 62 P. 1–15
