Социальные партнерства современной российской школы как инструменты формирования насыщенной образовательной среды и преодоления неравенства
This article is aimed at analyzing the potential of social partnerships of the school in solving the problems of saturation of the educational environment and overcoming educational inequality. The schools are considered as a special environment accumulating financial, cultural, and social resources. The adoption by the post-Soviet schools of a course on neomenegerialism presupposes the relative autonomy of schools and the stimulation of competition between them. As a result, the functions and forms of social partnerships of the school are undergoing transformations in comparison with the Soviet period. It is in the logic of neomenegerialism that social partnerships are represented as the leading tool for overcoming educational inequality. The empirical base consisted of 88 interviews with employees of secondary educational institutions of the Perm Region. The analysis of the interviews gave interpretations of the meanings and the evaluation of the effects of social partnerships of the school by the participants of the educational process are explicated. On this basis the possible risks of social partnerships are highlighted: the risk of deepening educational inequality between schools and the intrusion of schools through partnerships into the sphere of state-unregulated experimentation. The disproportion in the breadth, diversity and sustainability of partnerships between "prestigious" schools and schools with not the highest position in the rankings is revealed. It is consistent with the general post-Soviet trend of differentiation of schools and, accordingly, differences in the success of the formation of a saturated educational environment, leading to the risk of deepening educational inequality. The specific features of local, organizational and structural barriers to the establishment of social partnerships by the school are analyzed.
