Перспективы ратификации статьи 23 Европейской социальной хартии (Право граждан пожилого возраста на социальную защиту)
The article analyzes the prospects of ratification by the Russian Federation of Article 23 of the European Social Charter (the right of elderly persons to social protection). In the anniversary report of the Global Commission on the Future of Work the International Labour Organization sets the task of ensuring universal social protection from birth to old age. Each stage of life has its own specifics and vulnerability increases with age: citizens become less attractive to employers, after disability, the risks of poverty increase, the question of long-term care becomes acute.
Article 23 of the European Social Charter contains requirements for comprehensive social protection of the elderly. This article provides a general overview of the current Russian legislation for compliance with this article of the Charter.
