The study analyzes foreign and domestic experience in the regulatory and legal regulation of the system of long-term care for elderly and disabled citizens. The experience of legal regulation and law enforcement practice of the subjects of the Russian Federation on this issue, as well as the experience of social assistance by the non-governmental sector, is analyzed. The authors propose mechanisms for the implementation of foreign experience in Russian legislation. The identified positive regional experience in the organization of long-term care for the elderly and disabled can be translated to the federal level. The results of the research can be used by state and regional authorities implementing social policy; representatives of the scientific community, graduate students and students studying undergraduate and graduate programs in the fields of Law, Social Work, Psychology, as well as a wide range of readers.
