Роль Азиатско-Тихоокеанского экономического сотрудничества в экономической политике России
The article is devoted to the Asia-Pacifi c Economic Cooperation (APEC) Forum to be held and presided by the Russian Federation in early September 2012 in Vladivostok. The article gives the background for establishing the APEC, describes its goals and decisions adopted. It defi nes the APEC's place in the global economy as the largest association of States, which accounts for more than half of global GDP and which has set ambitious targets for establishing a free trade zone, liberalizing the investment climate and promoting regional integration. The article examines the major events in the global energy sector that triggered off the structural energy crisis in the early XXI century, causing the need for ensuring a global international energy security. The author suggests that the issue of energy security as a factor in implementing the strategic objectives of the APEC's economic and social development should be put on the agenda of the Forum. In this connection, the article analyzes the Draft Convention on Ensuring International Energy Security proposed by the Russian Federation for discussion and possible adoption. The article also puts forward several proposals for deepening regional integration to promote the development of the Far East and Siberia, and the creation of a new export base and promoting the Eastern vector of the Russian foreign economic cooperation policy.
The 11th International Seapower Symposium in Seoul was organised on Sep. 6th. The theme of the symposium was “Changing Maritime Security Environments and the Role of Navy: Challenges and Opportunities”. There were about six hundred senior officers and scholars from China, the United States, Japan, Russia, England, Australia and the ROK, which discussed principal problems and tendencies of modern maritime security.
For the first time since World War II, the U.S. seem to lose leadership at the multilateral trade talks shifting accents to bilateral and regional trade cooperation. The main reason for the shift is a deadlock at the WTO Doha-round negotiations where the U.S. face opposition of the steadily growing economies of India, China and Brazil.

The article is devoted to the problem of the perspectives SCO in the conditions of overcoming of consequences of global finanacial crisis which has designated the beginning of the future tendencies to real multipolarity and has put new problems before its participants. The article has the actual meaning and may enable understanding of the character of the relations between Russia and China within the limits of SCO. The work is of interest for the specialists in the field of world politics, and also for a wide audience.
The geographic constructs and the geo-political imaginations have dictated the formation of informal dialogue mechanisms and multilateral structures. During Cold War, the power bloc politics have subsumed these geographical difinitions and have transcended national sovereighn boundaries. In the contemporary discourse, new formulations like Asia-Pacific, East Asia and Indian Ocean have diefined new politico-security thinking. The concept of Indo-Pacific is an over-arching geopolitical imagination which addresses new challenges in political, economic and maritime domains. This book addresses this new concept and debates its viability.
In 2012, Russia assumes the Chairmanship of APEC, and is keen to build on its memberships of both the East Asia Summit (EAS) and the Asia-Europe Meeting (ASEM). Russia is geographically and historically part of Asia and the Asia Pacific, and has been a dialogue partner of ASEAN since 1996. Still, the obstacles of distance and languages have led ASEAN member states and Russia to know and interact little between both sides. As growth poles in the world economy, there is much benefit in greater interaction between their rich economies. To commemorate the 15th Anniversary of the Russia-ASEAN dialogue partnership in 2011, the ASEAN Studies Centre at ISEAS and its counterpart from MGIMO-University, Moscow co-organized a two-day conference that year, in which papers were presented offering perspectives from Russia and the ten ASEAN member states. Representatives from academia, and the public and private sectors offered insights on topics including geopolitics, bilateral relations, business and economics, and culture and education. This is a timely book that affords the reader insights into where ASEAN-Russia relations currently stand and suggests how they can improve and move forward.

We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
