The Association of antitrust experts, together with FAS Russia, has prepared a new review of administrative appeal practices for the I quarter of 2020. The document discusses the most relevant positions of the FAS Presidium and appeal commissions, which the Antimonopoly authorities will use when considering similar and comparable cases.
Implementation of information communication technologies, which accelerate the process of collection, accumulation, storage, processing and transmission of educational information, into higher education syllabus is critical nowadays. The given article puts forward the issues of blended learning and describes the Web based teaching model which has been successfully tested to be used in the system of higher education as the foundation of preparing soft ware engineers. As the development of technologies and appearance of various educational platforms are accelerating it is pivotal for the universities to enter into tough competition and create appealing educational tracks for contemporary language learners. The study aims to justify the effectiveness of the suggested model by thoroughly examining the pros and cons of different types of mixed teaching as opposed to traditional classroom education. This paper involves studies on the experimental implementation of the suggested wiki-based model in English teaching experience among 100 NRU HSE Nizhniy Novgorod branch learners where experimental use of wiki has proven to be a means of improving writing and speaking skills as well as developing the motivation of learners, selftracking progress system and personalized learning.
The book illustrates practices of Russian magistracy cases in regional and leading universities. The authors covered core issues, models and development points of the master's institute in Russia. Prospects for its development were also indicated. The paperwork presents the cases of graduate schools, magistracy design in the context of changing norms, rules and institutions at Russian universities. This research is the result of a net-team working in the project “The Birth of Russian Masters” (supporting by the Potanin Foundation). The publication can be recommended to specialists in the educational sciences, researchers of managerial practices at universities, teachers, employees related to the implementation of practical programs and a wide range of readers.
Present theories of computation and artificial intelligence often claim that philosophy should either discard its principal modes of gnoseology (its theories of knowledge and cognition) and anthropomorphic genesis, or declare philosophic speculation obsolete altogether, since it fails to provide any precise knowledge regarding the most significant contemporary scientific and technological concerns. If post-structuralism doubted the power of philosophy because of its proximity to the sciences and their own discrete discourses, contemporary ‘post-philosophies’, on the contrary, refuse philosophy because of its insufficient knowledge of science and technology.
Two principal contemporary post-philosophic tendencies stand out in this regard. The first is found in cognitivist theories, which posit philosophy as an obsolete cognitive practice, a quasi-mythological narrative that produces fictitious non-scientific notions such as transcendentality, metaphysics, idea, dialectics, the universal or truth.
Another tendency is more subtle and interesting. It posits algorithimic creativity itself as a philosophical procedure. Reclaiming philosophical thought, it confines it mainly to the body of computation. Here, in the works of Luciana Parisi and Reza Negarestani, among others, we come across a series of elaborate standpoints for reconstituting the tasks of philosophy after and due to computation.
In the present article I consider the premises of thought grounded in computation theory (Negarestani, Parisi) in order to show how in a similar situation - when, in the Soviet 1960s, cybernetic studies were claimed as the new philosophical discipline - a communist thought, exemplified here by the writings of Evald Ilyenkov, developed its own militant postulates of what reason is, and why its algorithmic emulation would be impossible.
We integrated models of discrimination of immigrants by combining established approaches to prejudice and discrimination towards immigrants (proximate explanations) using assumptions of Evolutionary-Coalitional Theory (ultimate explanations). Based on this perspective, right-wing authoritarianism (RWA), social dominance orientation (SDO), and multicultural ideology (MCI) were considered as sociofunctional motives for attitudes towards immigrants. We examined relationships between individual differences in beliefs about the social world (dangerous worldview and competitive worldview) as more distal antecedents, and RWA, SDO, and MCI as more proximal antecedents, and the endorsement of discrimination of immigrants in the socioeconomic domain by Russian majority group members as the outcome. Data were collected among 576 participants from 33 regions in Russia, using online social media. MCI predicted endorsement of discrimination of immigrants by Russian majority group members better than did RWA and SDO. SDO predicted only economic aspects of the endorsement of discrimination. The results are discussed within the Russian context, with its ethnically diverse composition of the population and high migration rates.
