Цифровая платформа транспортного комплекса Российской Федерации. Некоторые аспекты реализации
The work is devoted to the topical issues of practical implementation of digital transformation services in the economic processes of transport, foreign and mutual trade in the digital economy. The authors analyze the strategic planning documents adopted recently in the EAEU countries, which provide for measures aimed at stimulating the development of digital technologies and their use in various sectors of the economy, including the program "Digital economy of the Russian Federation". Emphasis is placed on the fact that there is no definition of "digital economy" in the approved policy document, which focuses on the development of purely infrastructural elements of the new economic order. The authors, noting the service nature of the transport industry, propose a new principle of priority implementation of innovative digital management mechanisms in transport processes: first, the construction of new digital services, then - the creation or integration of infrastructure necessary to ensure them.
In the article author propose approach to client's base generation based on decision tree method. This approach allows taking into account requirements to optimization of customers' selection based on several criteria. Method is illustrated on Logistics Company.
For the first time the new approach to effective modification of traditional criteria of multi-criteria optimization in supply chain management and logistics systems is offered. The approach uses processes of analytical hierarchy. It is illustrated as expansion of toolkit of decision-making accessible to the manager, and opening possibilities of elimination of undesirable phenomena of an inadequate choice in a format of multi-criteria problems in logistics.
The authors propose new approach to self-organization of complex distributed systems in logistics. That approach is based on combination of multi-agent paradigm with constraint satisfaction techniques. The proposed solution expresses major features of Swarm Intelligence approach and replaces traditional stochastic adaptation of the swarm of the autonomous agents by constraint-driven adaptation.
The authors develop a definition of the sharing economy as a new business model. The article analyzes and systemizes different approaches to understanding this term, highlights its key components. Also, the authors discuss a number of factors affecting the consumers’ behavior in the era of the digital economy, highlight key trends in the market of the collabo-rative consumption. As a result, based on the online-survey data, the authors identify the most popular services of the sharing economy for Russian consumers.
In this paper we consider choice problems under the assumption that the preferences of the decision maker are expressed in the form of a parametric partial weak order without assuming the existence of any value function. We investigate both the sensitivity (stability) of each non-dominated solution with respect to the changes of parameters of this order, and the sensitivity of the set of non-dominated solutions as a whole to similar changes. We show that this type of sensitivity analysis can be performed by employing techniques of linear programming.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
