Digitalization and Ways for the Developmentof the Electric Energy Industry with the Participation of Consumers: New Challenges for Shaping the Investment Climate
The electric energy industry plays a crucial role in the technological support of digitalization, and this leads to an increase in the requirements for its development. Leading developed countries are currently under energy transition and are creating innovative, intelligent energy systems (IES) of open type, which include active consumers, distributed generation mechanisms and the introduction of renewable energy sources. One can observe a deep structural transformation, expansion of the range of participants and creation of new value chains. The development of digitalization and IES provides with new opportunities for sustainable development of the economy and society. This stage facilitates the creation of new tasks for the investment climate in the power industry, so the development of an institutionalsystem is justified.
We study the impact of Russian regional governors’ rotation and their affiliation with private sector firms for the quality of investment climate in Russian regions. A theoretical model presented in the paper predicts that these factors taken together improve “endogenous” property rights under authoritarian regimes. This conclusion is confirmed empirically by using Russian regional data for 2002—2010; early in that period gubernatorial elections had been canceled and replaced by federal government’s appointments. This is an indication that under certain conditions government rotation is beneficial for economic development even when democracy is suppressed.
The article analyzes the competitiveness of the Russian economy in comparison with the leading economies of the world in the context of Russia's WTO accession on aspects such as the level of interest rates and the availability of financial resources, the dynamics of energy prices, condition of fixed assets and investment activity, investment climate. We outline the basic negative tendencies, hindering the development of the economy and reducing its attractiveness to investors. Based on these results it can be argued that WTO accession will not lead to significant improvement of the investment climate and economic efficiency, and without the implementation of measures to address the problems considered, it can be a catalyst for the negative trends in Russian economy.
The trend on electricity grids digitalization is gradually leading to the shift of busi-ness value towards more sustainable and efficient electricity services. Sustainability and efficiency are challenged by the increasing demand for electricity which is fol-lowed by a dramatic transformation of energy systems. While smart grids seem to be crucial in this process, there is a discrepancy in understanding the costs and benefits for the multiple actors involved. In addition, there are benefits of smart grids that cannot be measured directly in terms of money, such as higher energy system reliabil-ity or commitment to carbon reduction. Despite the rise of interest to the managerial aspects of smart grids implementation and development, many aspects remain out of the scope. This paper contributes to the research of smart grids by providing a con-ceptualized business model that would allow for value co-creation, delivery and cap-ture. Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
