A nanotechnology roadmapping study for the Turkish defense industry
Technologies are constantly developed to address new demands and provide further opportunities. Owing to a number of potential application areas of nanotechnologies within this sector, the purpose of this study is to take defense as a case and propose a strategic roadmap for the use of nanotechnologies in the Turkish Defense Industry.
The study presented in this paper uses a bibliometric analysis of the most cited publications in the past decade with the aim of identifying the trends in the development of nanotechnology. Interviews were carried out with experts based on the featured words of bibliometric analysis (nanoparticles, nanostructure, self-assembly, drug delivery, graphene, etc.) to reveal the commercialization time of nanotechnology products and applications. After that, a survey was carried out with engineers for determining the possible emergence time of nanotechnology applications and/or products used in military up to year 2035. Finally, a roadmap was created based on the obtained data from bibliometric analysis, interviews and survey results.
Nanotechnology roadmap was prepared, one which would contribute to the preparation of the defense industry for the future and help in keeping up with technological developments.
Because of the chosen research approach, the research results may lack generalizability. Therefore, researchers are encouraged to test the proposed propositions further. Interviews and surveys have limitation with the bounded rationality of corresponders.
The paper proposed a nanotechnology roadmap for the defense sector with a data-led foresight practice.
Performing such a study is considered to be crucial for the armies of developed and developing countries, so that the military sector also avails benefits from this revolutionary technology. Quantitative and qualitative methods were mixed for developing the roadmap.
One of the most important issues for the world society in the XXI century is a task to provide pure water for citizens. As evidenced results of expert survey, made by the Higher School of Economics
significant part of water sources for drinking water in Russia doesn’t meet necessary requirements. And one of the most adequate solutions to meet this challenge is using the nanotechnologies in processes of water purification that can solve the set of problems such as polluted sources, obsolete equipment, increased risk of diseases etc. Roadmap “Applying Nanotechnology to Water Treatment” was launched by summarizing opinions of expert community participants both national and foreign regarding the most significant nanotechnologies and products made with their help which are used or can be used for water treatment and purification purposes. The aim of the research is to make special innovation routes R&D-technologies-products-markets that could be used by federal and regional authorities and Russian companies working in the field of water purification. The roadmap becomes the first largescale national foresight exercise in the area of nanotechnologies for water purification.
Integrated roadmaps can be effective instruments for forecasting and planning in the sphere of emerging technologies, as long as certain requirements are fulfilled. These requirements include: (1) the creation of a group of experts who can provide the necessary level of expertise concerning key issues related to the development of the subject area; (2) accumulation of a sufficient background information; (3) establishing an adequate sequence of Foresight methods, integrating those that are more of creative, interactive, expert- and evidence-based methods; (4) Integrating consideration of both market- pull and technology-push approaches, and (5) recognising the different kinds of effects that may be associated with implementing various new technologies. We illustrate this with the case of wastewater treatment. Roadmapping allows for the elaboration of comprehensive innovation strategies, both for short-run time frames (focusing on the commercialization of products with high market readiness), and for longer-term strategies for water sector development. The methodology allows for examining both the direct and indirect effects of the implementation of emerging technologies in the area studied, and makes it possible to outline possible future developments of the technologies considered in related sectors. The main limitation of the method as currently used may be that it is difficult to give sufficient consideration to the indirect effects of using innovative technologies, when we are dealing with fields that feature many interfaces across the economy.
This paper discusses the possibilities and limitations of the use of publication databases such as Web of Science and Scopus to determine the research capabilities and prospective areas of research and development of universities. It also analyses major problems related with the analysis of universities’ publication activities in Scopus and Web of Science databases such as author surname variations, identification of author profile among authors with the same surname, author and organization profile merging, identification of author affiliation etc. This paper proposes a list of bibliometric indicators for the analysis of publication activities of individual researchers, university departments and universities as a whole. Furthermore, it describes the methodological approaches for interpreting these indicators. Finally, the paper reviews the possibilities of VOSviewer software for analysis of different aspect of publication activities at individual and department level such as international collaboration networks, detection of the hot topics of research activity and co-citation networks.

The paper represents methods of expert data collection, consolidation and evaluation for the purpose of development of knowledge bases. The methods assume processing the data with software tools. The data obtained are used for foresight studies, long-term forecasting and development of technology roadmaps (TRM). The technique provides users with the possibility to take various features of an expert into account, as well as to map expert data onto the field of interest of the TRM customer.
In this study, we discover Russian “centers of excellence” and explore patterns of their collaboration with each other and with foreign partners. Highly cited papers serve as a proxy for “excellence” and coauthored papers as a measure of collaborative efforts. We find that currently research institutes (of the Russian Academy of Sciences as well as others) remain the key players despite recent government initiatives to stimulate university science. The contribution of the commercial sector to high-impact research is negligible. More than 90% of Russian highly cited papers involve international collaboration, and Russian institutions often do not play a dominant role. Partnership with U.S., German, U.K., and French scientists increases markedly the probability of a Russian paper becoming highly cited. Patterns of national (“intranational”) collaboration in world-class research differ significantly across different types of organizations; the strongest ties are between three nuclear/particle physics centers. Finally, we draw a coauthorship map to visualize collaboration between Russian centers of excellence.
Ce numéro est consacré à l’Otan dont la France est un pays membre fondateur de l’Alliance atlantique comme de l’Union européenne et un pays partenaire historique de la Russie. Ce thème est d’une grande actualité pour ces deux pays aux extrémités des espaces de l’Atlantique à l’Oural, cher au général de Gaulle et attaches à la sécurité et a la stabilité de l’Europe continentale. Un espace géographique comme celui de l’Asie centrale, important pour la Russie, avec un possible redéploiement de l’Otan après l’Afghanistan : c’est le texte de René Cagnat qui ouvre des pistes de réflexions. Comment doit-on penser la sécurité et la défense d’un espace qui va bien plus loin que les frontières de l’Union européenne ? Quel espace devons-nous protéger, contre qui et avec quels alliés ?
