Влияние цифровизации на деструкцию института регионального телевидения
The article attempts to understand the first consequences of universal digitalization of television broadcasting and its impact on the destruction of the regional television institute. The study focuses on the regional segment of the media market, since, according to the Federal target program “Development of broadcasting in the Russian Federation for 2009-2015” and the presidential Decree “On mandatory nationwide public TV channels and radio channels”, only one local TV station gets the right to broadcast in the second multiplex in the 21st button.
In May-June 2017, a series of semi-structured interviews author of “Reverse” side of TV digitalization”, where experts (n=10) were made by the managers of TV channels, journalists (editors, reporters and presenters) and theorists of journalism (professors of profile faculties and departments) from Orenburg, Ekaterinburg, St. Petersburg and Moscow.
Based on the results of the study determined, that the effects of television digitalization will need further study and observation, but already today it is possible to conclude – this process will lead to the transformation of the digital television signal into a scarce commodity, that is available to a limited number of actors, the redistribution of forces in the entire media market. Undoubtedly, this factor will have an impact on the functioning of the regional television institute.
At the same time, because of the broadcasting in multiplexes of exclusively pro-governmental TV companies (news = propaganda), it is quite possible, that the current picture can aggravate the problem of distrust to television, provoke further migration of the audience to the side of relatively free “new media”, strengthening the positions of representatives of civil journalism – bloggers and regular users of social networks, – which represent a “picture of the day”, devoid of bias, so that the potential to develop high credibility in society. Under these conditions, the final destruction of the regional television institute will take place – the disruption of its integrity and order, the loss of information function (due to inconsistency with the needs and interests of the audience), the primacy of the propaganda function, the fulfillment of an exclusively intermediary role – the will of the political elite.
