Правовое регулирование мониторинга системы образования в Российской Федерации на федеральном, региональном и муниципальном уровнях
Monitoring of the education system is the part of the education system management in the Russian Federation. The implementation of monitoring of the education system takes place at the federal, regional and municipal level. At the federal level there are established general requirements for the monitoring of the education system, requiring development of legal acts of constituents of the Russian Federation and municipalities. Analysis of legal regulation of the monitoring of the education system at the constituents of the Russian Federation and municipalities shows that currently in Russia system of monitoring of the education system is not a unified: regulation of monitoring is fragmented, it covers levels of education and types of organizations to varying degrees, there procedures for monitoring are not standardized. The legislation does not contain provisions which regulate the usage of the results of monitoring in detail and verification of the data and the update of indicators.
The article discusses the deployment of a comprehensive reporting and monitoring framework used to evaluate the performance of state and private higher education institutions in Russia. By referring to diversified indicators including organizational, financial and economic, training, research, graduate employment, and other metrics, the authors spotlight key developments taking place in the Russian higher education system as well as areas where reorganization/optimization measures are required.
Students' internet usage attracts the attention of many researchers in different countries. Differences in internet penetration in diverse countries lead us to ask about the interaction of medium and culture in this process. In this paper we present an analysis based on a sample of 825 students from 18 Russian universities and discuss findings on particularities of students' ICT usage. On the background of the findings of the study, based on data collected in 2008-2009 year during a project "A сross-cultural study of the new learning culture formation in Germany and Russia", we discuss the problem of plagiarism in Russia, the availability of ICT features in Russian universities and an evaluation of the attractiveness of different categories of ICT usage and gender specifics in the use of ICT.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
