Public relations are an essential element of social development strategies. New empirical realities require rapid scientific reflection, and Russian scientific schools are actively seeking its own original concept and theoretical basis of PR. The paper reflects the latest trends shaping social mission of Russian public relations. The increment in PR theory is connected with the enrichment of subject field, and with further strengthen of the social vector of public relations. The paper reflects social mission of Russian public relations as the basis of its theoretical base. It is emphasized that the development of inter-cultural, inter-ethnic relations of the Russian regions and Belarus is reflected in the educational practices of Russian PR.
