The principles and main stages of developing a syllabus for the first stage English language learning at the National Research University "Higher School of Economics"are presented. Preconditions of creating a new syllabus for the first year students of the Faculty of World Economy and International Affairs are considered. The experience of integrating three aspects in the academic discipline "English language"- English for General Purposes, English for Specific Purposes, English for Academic Purposes – is found to be useful.
