Active Consumer: Optimization Problems of Power Consumption and Self-Generation
To solve problems of demand management in terms of smart energy systems (Smart grid), we need a mathematical model of active consumer decision-making. Existing models either do not consider important aspects of consumer behavior, or are too complex for use in multi-agent simulation. A mathematical model of an active consumer is proposed, based on which we formulate and solve the problem of optimization of electrical appliances and consumer equipment, as well as determine the loading conditions of self-generation, under which the consumer problem allows simple and effective solution. The proposed approach is illustrated by equipment optimization of a single household.
Development of Russian electric power industry in recent years is characterized by a multitude of problems and a decrease in a number of performance indicators. It dissatisfies consumers and encourages them to implement various measures to reduce risks and costs of energy supply. This creates preconditions for the emergence of «active» consumers in the domestic electric power industry. Given this trend it would be appropriate to switch from Supply Side Management to Demand Side Management. This will require the implementation of a wide range of measures, including strategic issues of industry development, legal framework and transition to a customer-centric market model.
Principles and mechanisms of implementation Smart Grid, that are successfully realized abroad, cant be automatically transmitted to Russian ground. What is from this viewpoint the specificity of Russia in organizational, economical, technological and resources aspects - this question is decided in the article by the authors.
This Study was prepared by the United States Agency for International Development (USAID), the Russian Energy Agency (REA), and the United States Energy Association (USEA) under the framework of the U.S./Russia Bilateral Presidential Commission Energy Efficiency Working Group’s Russian/American Smart Grid Partnership Initiative. This study was designed to provide the Russian and American stakeholders with on overarching 360 degree perspective on the major impediments to Smart Grid deployment in the U.S. and Russia. The study doesn’t include recommendation; it only assesses the current barriers that prevent smart grid technology deployment in the United States and Russia. It is organized into two parallel sections, one focusing on the impediments to smart grid technology deployment in the United States and the other on the impediments to its deployment in Russia. A common analytical framework for the study was jointly developed by the U.S. and Russian counterparts to ensure that the studies were parallel in their analyses and the impediments are divided into the following high level main Smart Grid related themes: Smart Grid Concept Markets Efficiency Cross-Subsidy Generation Consumer Participation Behavioral Norms Data & Analytics Smart Grid Investment Environment Education Grid Modernization A parallel series of in-person interviews were conducted in the U.S. and Russia with relevant smart grid stakeholders including government agencies, regulatory officials, infrastructure companies, electric utilities, industry associations, market operators, and research institutions. The interviews ranged 2-3 hours in length. The subjects were informed in advance that their opinions were not for attribution, leading to a candid exchange of opinion. A customized questionnaire jointly developed by the Russian and American expert consulting teams was utilized during each stakeholder interview.
Under the conditions of low energy rises the need for a control system housing sector with a new ideology , which is the interaction of producers and consumers. In developing countries, ensuring the control of production, distribution and consumption of energy through smart grid technology (or SmartGrid). The article discusses the creation of the primary metering infrastructure in the residential sector, as the initial phase of the smart grid in the implementation of energy efficiency management . The experience of developed countries analyzed the organizational and economic methods of the primary metering infrastructure , are considered to be implemented in Russia .
The article is devoted to the analysis of changes in electricity market connected with Smart Grid implementation. Characteristics of new market participants are listed as well as changes in the roles of already existing agents. Economic analysis of the changes in terms of market conjuncture is given.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
