Межрегиональные дисбалансы экономического роста в Китае
Abstract. Long-standing differences in development levels between China’s coastal and inland provinces intensified during the 1980s–1990s, at the early stages of market reforms. In response, from the late 1990s the Сentral government began implementing major development initiatives such as the “Go West”, the “Revitalization of the Northeast,” and the “Rise of Central China,” while in the 2010s additional targeted poverty alleviation programs were launched in the most underdeveloped areas. However, the impact of those policy measures has also been differentiated: in some regions they produce tangible results, while in others they do not. Chinese scholars note that the comparative advantages of territories do not materialize automatically. Among the factors hindering this process are the imperfections of still-immature market mechanisms. Significant disparities in the quality of the investment climate across regions persist, further aggravated by the uneven accumulation of debt by local administrations.
