This article examines the role of public initiatives and volunteer movements in the preservation of Tobolsk’s historical and cultural heritage during the 1980s–1990s. During this period, modernization projects led to the destruction of the “old Tobolsk”. The “Dobraya Volya” club played a crucial role in the restoration and urban protection efforts. Its activities were closely linked to the preparations for Tobolsk’s 400th anniversary, which became a driving force for mobilizing citizens and raising awareness about cultural heritage issues. Volunteers engaged in restoration projects and carried out educational outreach among residents. Their work helped shape public awareness and fostered civic responsibility. The activism of “Dobraya Volya” contributed significantly to the preservation of Tobolsk’s unique historical and cultural assets, brought the topic into public discussion, and heightened interest in the city’s heritage.
