The article introduces the concept of sovereign human capital as a form of human capital that meets the needs of a sovereign economy. The criteria for assessing the SCC are proposed and justified from the point of view of: (1) unwillingness to "drain" within the migration processes, (2) spatial allocation ensuring the connectivity of the country's territory, (3) the independence of the socio-professional structure, which allows to produce everything state needs (4), as well as the consistency of the ideological appearance of specialists within the framework of traditional values, which makes it possible to minimize the effect of "internal emigration". The degree of compliance of accumulated human capital in Russia with the proposed criteria of sovereignty is assessed based on Russian empirical data on inter–regional and international migration of specialists, on the transformation of the composition of employees by level of education in the regions, on sectoral structure of employees, on the values of specialists with different levels of education and industry affiliation.
