(Не)универсальные компетенции: к вопросу о едином компетентностном профиле Камчатского края

Вестник Санкт-Петербургского университета. Серия 12: Социология. 2025. Т. 18. № 1. С. 54–71.
Mikhailova A., Manina V., Неяскина Ю. Ю., Бабикова Д. Д., Pavlova M., Luzhnova K.

Existing studies on occupational requirements indicate that adult workers are expected to possess a range of transversal or universal competences in the workplace, such as problem solving, critical thinking, creativity, adaptability, etc. The central research question, as well as the applied inquiry, is the extent to which the competences endorsed by international organisations and professional standards are not only relevant to a particular country/region/city, but also practically implementable within these contexts. Consequently, the aim of this article is to create profiles of universal competences across three sectors in the Kamchatka region (education, tourism and fishing) and to analyze their interrelationships and alignment with the Kamchatka region’s unique characteristics. The research question addressed in this article is: what universal competencies for the industry can be identified by labour market representatives (employees and employers) as essential for successful performance, taking into account the specific context of the Kamchatka region? The informants were 45 people from three industries, within each industry further two categories were defined — employers and employees. Generalisation of the interview data within each industry facilitated the identification of core competencies, which were further elaborated through a set of sub-competences derived from the basis of definitions and examples provided by the informants. The findings of this research enable us to discuss the existence of universal competences specific to each of the industries examined, which contribute to adaptability and success of a professional and serve as prerequisites for sustained engagement in the profession.

On the ...
