In recent years, the State Duma of the VIII convocation has adopted a large number of legislative acts. The Speaker of the chamber even claimed that the Duma had "fully implemented 100% of the President of the Russian Federation’s Address to the Federal Assembly." However, concerns regarding the quality of these legislative acts are growing just as rapidly. One of the most problematic is Bill No. 755710-839, which was passed despite unprecedented outrage even among loyal and patriotic circles. Before examining its substance, let us consider the process of its preparation. The explanatory note to this bill states—surprisingly—that it was "developed to enhance safety in carrying out transport and forwarding activities, as well as to strengthen control over cargo transportation." I believe this requires no further comment. The conclusion of the State Duma Committee on State Building and Legislation also ostensibly relates to cargo transportation and forwarding activities. In essence, the new bill appeared on July 14, 2025 (sic!) and was submitted directly for consideration in the second reading: instead of seven pages, it ballooned in size, and its scope of regulation expanded maximally to include prohibitions on transferring subscriber numbers, website and information system logins, and, finally, the notorious ban on searching for extremist information. Moreover, it effectively bypassed public discussion, having been inserted into a bill originally addressing an entirely different subject matter.
