Land Buy-outs by Privatized Enterprises and Property Market Development in Russia

Developing property markets in Russia are confronted with an array of legal, economic, political, and institutional challenges. A land reform based on an integral logical concept is impossible due to political frictions between the legislative and executive powers on both the federal and local levels. Different types of legislation are being draughted for various types of real estate: agricultural land, development sites, land for manufacturing enterprises, individual housing construction sites and gardening plots, commercial structures and premises, residential housing, etc. Each of the above types of real estate are characterized by differently defined ownership rights, privatization opportunities and procedures, types of permitted transactions, and conditions for real estate use or refurbishment.
